It's possible to write a story about propaganda and media control using Haymitch's perspective though. Despite some parallels Haymitch isn't like Katniss or Peeta, he wasn't a Capitol darling, his victory and subsequent public presence led to constant misery and sorrow and tragedy, and he was alone. Thus the campaign will be all about him. The Capitol can and will spin fantasies about him that paint him as someone he isn't. Haymitch was the one to fell victim to it all, so who else would be more fitting to tell this kind of story than him? Let the audiences (read: capitol citizen) mock and berate him while also making room for you to sympathize with him. Let all his words be twisted and turned back against him. Let the reader question what they already know, possibly to a point where his own self hatred blinded and closed his heart as he too fell into this facade, this role he had to play, only for us to realize that this had been a tragedy all along. To say his voice adds nothing to the story means we don't understand him yet and making it even more important to let him talk
