she does want to be like her mom! and in more than just appearance.
even with regards to appearance alone though, that doesn't have to manifest itself in an overt expression of femininity, and it's pretty clear throughout the entire saga that ciri's a tomboy (for example: wanting to wear male clothing, presumably her default outfit, to the lodge in lotl before yen advises against it, being mistaken for a boy on multiple occasions like in boe and tos, feeding her portion of glamarye to kelpie in sesb)
note however that she's not necessarily averse to traditional displays of femininity - she's interested in makeup and jewelry in boe and not opposed to wearing dresses, it's just that given the choice i think she'd prefer pants and a jerkin
