You know what I just realized?

I think the reason All Might is upset is because not only did he overheard Midoriya asking Mirio to give him the One For All quirk.

But he also overheard him say that if All Might were to have chose Mirio instead of Midoriya as his successor, Nighteye would have been still alive.

So without realizing it, HE JUST BLAMED ALL MIGHT FOR HIS PARTNER’S DEATH.
