Concept: Frank wasn’t in DD3 because David foresaw Fisk’s release from prison and, once he realized Daredevil was back and could protect Karen, he locked Frank in a basement so he wouldn’t do something stupid and expose himself and get thrown in jail for the rest of his life.

Bonus if the basement isn’t the basement from TPS, but the Lieberman family basement. Leo and Zach are the most sadistic jailers ever and they all secretly enjoy the quality time they get with grumpy Uncle Pete.
